It seems you're not alone Peter. Google the error code and Photoshop. Possible solutions include disabling antivirus or running chkdsk, or if you're brave modifying the install procedure. Good luck!

Thanks Ian and Russell, I eventually fixed the issue. I found on the Adobe site an .exe file to un-install the CC desktop App, then I renamed an Adobe file (OOBE). rebooted the PC then signed in to my Adobe downloaded the CC desktop App again then installed it. Frustrating to say the least, I even paused my internet protection whilst I was installing the App but to be honest the re install hadn't finished before my protection kicked back in and it completed successfully.

Oh but then I had to reinstall my NIK Plugins, hopefully to the correct location ready for the next PSCC release so that they remain post the upgrade.
When I had the failures I had used the advanced installation and unchecked the delete previous version option. Then at my final and successful installation I forgot to use the advanced option DOH !

Is this just on Windows or Mac?

                      Re: PSCC Update Failure

I had a similar issue on my iMac. I had to create a temporary user install the desktop app in that user which then over-rode the install in my usual user id and then I could get the update. Looks like they may have broken something on some Mac's and PC's as you shouldn't have to do something like this to do a software update.

Same for me, I just did the normal upgrade, then downloaded the Nik software again. No problems
