As it's free why not install it and give it a go? The only downside is you need to create an account with Adobe to use it but that need not be problematic - expect to be emailed offers and all sorts of stuff...

I maybe wrong but I thought PS Express was for phones and not computers. I may be wrong. I will not be the first time.
