I don't know if there is a specific function in that software...i.e. a preset.
I'd try moving the Contrast slider all the way to the left. Highlights all the way to the left, Shadows to the right
Increase saturation...... and then experiment with the black and white slider.Brian Vickers LRPS

Have a look in the filter section of elements.

Can't help very much on this one but I have a friend who converts all his landscape picture to look like paintings and I know he uses photoshop elements 15Trev

The best guide to creating photo artistic creations is Photoshop Artistry by Sebastian Michaels. Unfortunately he has closed down his follow on Awake course that many of us graduated to from Photoshop Artistry, but Im sure he will come up with something else later. I've wanted to try this for a while and, while expecting PS would be able to something, have never really explored the how of it.
A quick Google found lots of ideas and tutorials but the one I chose to try was < this >
As a test I chose an already atmospheric HDR and the steps described very quickly enabled me to turn this image:

Into this 'painting':

OK it's not going to fool many people but as a quick exploration of the possibilities with so many aspects that could still be altered to fine tune it I didn't think it's too bad.
