An old car in Puerto Chivica, a tiny village in the Bolivian altiplano next to the Salar de Uyuni. The village is an overnight point on local tours to the Salar (the world's largest salt flats). I'm guessing that the wheel is covered to protect the tyre from the harsh elements.
