Posted a few days ago and no comments so I will have a go, it rather depends on what your objective was, usually you would want the 'object' the car to be sharp with the background emphasising the speed and movement, sadly your car isn't sharp, the background does however emphasise the speed very well. What shutter speed were you using?

To be honest for these to work you need to nail the focus at one point and I'm struggling to see it with this one, could do with a bit of brightening up on the subject as well - sorry
