Wasp Nest I think . I usually see wasps making their home in a hole in the ground .

Probably a nest of the so-called Median Wasp Dolichovespula media (which is actually bigger than the common wasp). It's the usual species that makes nests like this in trees and bushes. It has spread widely over the country and is now common following first colonisation in the 1980s.
