The Vistula River is Poland's largest river. At present it is in flood. In Warsaw it nearly breached its bank, but not quite!
Makes interesting photos though.

Like them both particularly the first with the clouds.
Would it have been at all possible to get a bit closer to the surface of the river to show the energy of a river in flood?

No, I couldn't get closer. The banks were patrolled by the police, and they yelled at you if you got to close to the edge! The river was actually raging, but moving quite quickly! No 'white water'!
