It might be worth considering 2nd hand? I paid £50 for a slightly used Hoya HD Circular Polarising filter, I think they were nearer the £100 - £120 region new.

      Why are those filters expensive?

Well, that is a good question...........

Hoya will tell you it's because they are "ultra thin" and "scratch resistant".

But as Andy say's, if you keep checking ebay, you may get a bargain (I got an 82mm HD CP for £43, well chuffed)

Hoya Pro 1 filters are a bit cheaper, and depending on the thread size you need, you should be able to get one at your price point.

Price goes with diameter - what filter thread diameter do you want to use it with? If it's 77mm I'd start saving...

Have you looked at SRB Photographics - they were recommended to me and I think someone has mentioned them before on the forum as well.

            77mm CP for £20: http://www.amazon.co.uk/gp/product/B...ilpage_o09_s00

I have only currently got a ND1000 (£30) from them at moment and seems ok.
