Yes I think it must be flare as I find shooting into a bright light makes it almost inevitable - would better glass (i.e. of the 'L' variety) show an improvement or it it just as prone as my EF-S 15-85?

All I can tell you is that I have had flare when I used my old 70-200 F4 L. I think it's inevitable when shooing into lights, others more experienced may disagree.
